Q1_ASSIGN
0/1/. flag; = 1 if beneficiary was assigned to that ACO during Q1 assignment, = 0 if the beneficiary was not assigned to that ACO during Q1 assignment, and = . if the ACO terminated prior to Q1 assignment.
